Seriously, it is because they have no real committments to run on time. They get the horses straight from the holding pens instead of getting them into a parade ring. If anything goes wrong with one horse the whole thing is a shambles. They wait and wait and wait some more, every race, every meeting.
In Australia we have media programming airing the races one after the other from all venues, so they all go reasonably on time except in exceptional circumstances, and then we may "put back" the remaining races to amended start times. UK races aren't the best either, because there is no dedicated racing station which has a program to follow. When the horses decide to come out, they're off, but not before.
