Yes - to the extent that a two-thirds probability of remaining is built into the price right now.
If the odds of remaining are 99% the day before the vote, the price won't move any more than the normal daily fluctuation

The pound has been in decline for five years.

You're trying to predict the way that traders will think on one issue, then how that thinking will affect their trading.
Why should they think that remaining or leaving will affect the value of the pound one way or the other?
Leaving the EU won't take affect for another two years if we do decide to leave.
