I see more and more adverts and auctions for land divided into plots with the aim of building on the land.
Say there were 20 plots and 5 people decided they did not want their land to be built on what would happen?
could the plot owners oppose planning permission?

As I think you already know Money, these are almost invariably plots of land with no foreseeable possibility of planning consent for residential development. They are generally a way of offloading unwanted agricultural land at an inflated price by playing on people's naivety.

Yes one being sold near me im sure the cost of one plot is more than the entire field is worth.
