Think Kohl is 35 this year, some players just get to a certain point of their careers and mentally check out.
Mid 30's and playing a lowly 250 even in the desert probably just doesn't stimulate him an more or playing against someone he's never heard of before, for the Moroccan it was his slam. I'd never heard of him either.

Ouahab a bit of a cult hero from a years back on this phorum.
Moroccan royalty give a bag of money each year to get their token win in for one of their barely ranked locals versus a name people have heard of. Last year it was Granollers, I forget who it was in 2016, and Haase the year before that. Those clowns don't give a shit about their reputation and apparently the aforementioned thugs don't go around telling everyone and their mom so there's not a whole lot of irregularities and so doesn't seem to get flagged up
