Please do not do that. A tax can only be reduced by increasing another one. Why should non drinkers subsidise Pubs and Clubs. This crazy idea started during Covid with the eating out incentive. If pubs, cafes and restaurants can't make a profit then close them. I was a livestock farmer and made a good living until 1990. By 1997 changes in legislation and public demand had made it uneconomic so we sold up in 2000. I never got a word of sympathy from the media or the public and not a penny from the Government and quite rightly. If you run a business you either make a good living or not depending on circumstances and if you are out competed (in our case by subsidised EU producers in other countries) you have to bite the bullet and do something else.

The eat out covid incentive was ridiculous and i would have thought illegal , giving incentives to some businesses over others , it created massive fraud as some businesses would be inventing customers by the thousands . All businesses should be treated the same . i bet it caused thousands of deaths as well as people crowded to get their half price burger and chips .
