I don't think it is because he was saying similar 2/3/4 years ago.  If it was he'd surely be much worse now.  I just think it's who he has become after a lifetime of lies.  Correct details don't matter.

He doesn't have the greatest general knowledge.  Rather than having dementia I'd say he just doesn't know when it was, and true to form he talks like he does.
