The Justice system is not fit for purpose , From day 1 Criminals are Looked at to release them Early

The problem seems to be sytemic. Police, DPP, courts, defence lawyers, prisons, probation. All seem to lean towards the human rights of these truly evil people and do not listen to the public. The streets would be safer with a hungry lion on the loose that this man. At least people would see a lion and recognise the danger.
