Agree with not speculating but a shocking thing to happen to the young child,feel sorry for the farm too to an obviously lesser extent.

We live in a country where individuals have thrown young uns from buildings, joggers pushing others into the path of a London bus, hoity toity sorts mowing down others and hiding under diplomatic community, and then scarpering, illegal migrants stabbing well-meaning people multiple time times with a screw driver.
Combination of care in the community failures, folk out of their minds on psychotropic drugs and other factors.

I see 'accompanied' adults in my supermarket sometimes. Two or three male and female (quite physically unfit) accompanying one,
and I have often thought, if that one kicks off they have no chance of stopping him. Women and kids in there, it's not right.
