who devised this useless piece of junk?

currently, jake locker, russell wilson, philip rivers, colin kaepernick, ben roethlisberger, matt ryan and many others have higher qb passer ratings than tom brady. in fact, brady ranks 19th in the league. aye. ok then.

both titans qb's ryan fitzpatrick and jake locker (aswell as houston backup case keenum) rate higher than brady, andrew luck and alex smith. brilliant. so a stat to really rely on then Plain

Ratings and stats are to be used at your own peril.  Sometimes they're a great tool, sometimes they're crapola like you say.
My favourite are NCAA football rankings.  I love it when a lower ranked team gives points to the higher ranked team.  What's the use of the ranking system then ?  I'll take the Vegas rankings every time over anyone else.

Stats are a vital aid when betting on all sports, especially North American sport.
