How does Betfair decide which markets to include in the Outright Winners category in the Multiples section?

I've asked about this, here's the reply: "The Multiples team includes all tournament Winner markets that we believe will be popular with our customers. This includes all the major football leagues and cups, and most other popular sporting tournaments." |
