I see a new rule that collecting a payout over 2k requires an ID and proof of address.

Has this happened anyone here, or anyone won over 2k and not needed to provide it?
And has it caused problems to anyone who was previously blacklisted and trying to be anonymous?

in a word, no

any large bets are spread around various shops and don't tend to be big odds

As far as I know this is being applied religiously as the betting firms are intent on showing that they are 100% law abiding and not glorified robbers. A local PP manager told me that they were told this was  a consequence of a raid on  a drug dealers house where numerous betting slips were discovered. The problem is that, as far as I know, it applies both to a 2k bet and payout. The latter is ridiculous. 4 numbers in the Irish lotto has odds of 7200/1. The lucky little old lady who has 30 cents on this will get  a return of 2400.30. Now she has to jump through the hoops because of a 30 cents bet!!!
