how can there be so many grade 1's &2 hurdle races in ireland?

There can only be 9 horses in ireland rated high enough to run in these 11 grade 1/2 races

Faugheen (rating 174), Artic fire (169), jezki (169), annie power (162), douvan (161 but going novice chasing), kitten rock (160), Dedigout(157), Zabana (155) , Nichols Canyon (155), Zabana (155) and then loads at 154 & below


could they not cut down on the number of uncompetitive grade 1's and put more money into listed handicaps where the small trainers have the chance to win a big pot, mullins trains 5 of these 10.
