He can and and does do this, all be it very rarely.
No horse should get a mark unless its placed in a maiden (hurdle/chase), it would make these races more competitive and if you're not good enough to be placed in one of these, you're not good enough for the track full stop.

You'd have to swap a lot of the 0-95 handicaps for maidens, but imo they'd be no loss if you were gaining 16+ runners maiden hurdles with all trying as opposed to now where you have 20 runner fields with 3 trying

its the way of the world, economics,  trainer gets the year or more training fees as the owner or owners are fed positive vibes..they will be a day for him etc..then the sh1t hits the fan in most cases when they discover the horse is useless..and will never win a race

I would assume that most people vote no when they have any doubts about what is proposed.

Combine the inexperience of the horses with the nature of some of our tracks and I'd say you'd see a lot of fatalities in maiden hurdles if everyone was at it, especially in the summer. Apart from that, it ain't a bad idea. It would be the first step away from handicaps toward the claiming system in America in a way.
