yummy that suggestion was mentioned many times before to keep the bitching to one thread, its totally unworkable, they just can't help themselves.
If it weren't for the banter on here, there would be tumbleweeds on the forum. Rather than taking from the forum, the irony is that it is keeping it alive.
As far as I can recall, the fact is no man who has received a proper slagging has left. If anything it builds community. It can get repeditive but then not all of the chaps are natural wits.
As regards it alienating people who want to contribute without engaging in banter, you have the choice to 1) Ignore it or 2) Block people or 3) Don't respond in kind and it won't follow you.
There is inevitably a natural attrition of good posters on any forum. For a variety of reasons other that those suggested in the OP.
For me it is unsufferable hypocrisy to complain about the quality of the forum despite not being a regular contributor. Its almost as if you think you have an inalienable right to be informed/entertained without participating yourself. It doesn't work like that.
If you want to make this place better, contribute more. The irony is that your opening post is of the very essence of 'accusing and bitching' that you seek to degrade.

Count the number of individual posters on the Phoenix Park thread, all making decent contributions. Find me one current thread of similar length which has not degenerated into a litany of abuse. If you consider that keeping the thread alive so be it I will not change your mind.
The Irish forum at this stage is a bit like a old failing ballroom of romance. The usual suspects at the bar keeping their eyes on the door,wondering who is about to enter. When no-one comes they just fight with themselves.
