Brown envelope syndrome or what ?  Still breaking news .  cant say I am surprised , Olympics were also a gravy train for some .  Where theres no independent jurisdiction to oversee and review actions , there will always be miscreants . Thats partly whats wrong with governments too , if they lose they change the rules .

2 from Brazil and one from Paraguay explains it, if you're not corrupt in South American countries you'd be considered almost abnormal, excepting bribes for these 3 individuals would be as natural as breathing air.

Bribery is part of the human condition-in public affairs we see bribes , tips , protection money , casting couch ...all part of the deal. No ethnic group has a monopoly even if some systems may be more obviously institutionalised than others.
For heaven's sake bribery starts between parents and children on the nursery floor.

That would be "take it back " vubiant  , would it not ?  Always bought into the nearest  decent sized land mass myself as "ownership" of islands logic .  I never applied that to Ireland though , despite certain ambiguities arising from history .
