Phil Hogan and his water-charge

With all the heavy rain that has fallen over the past months does this, (water,water, everywhere), render Hogans idea to charge householders for water redundant........homes have been flooded, fields wet beyond saturation point, and rivers swollen and flooded...........surely we have enough free water to last for years or has nobody been collecting it.........
