they have to be.all bookmakers pay a bond when they r granted a licence.saying that its not to the extent by no means to what he owes

The bookmakers bond of 3200 held by the HRI is used to pay the turnover levy and the remainder will not be used to pay punters unless agreed by the bookmaker.
