Pretty much the same thing as council tax in the UK.
if you live in a house worth 500K so it will be 2000 per annum..want to have a good job to afford that but at least you know the 2000 will be well used by your local traveller as he collects his 2000 - 3000 children allowance each month
except in the UK, Council tax pays for things like seeing the local doctor/medical centre. It funds refuse collection, libraries etc

Yea no travellers be asked to pay property tax..i suppouse they get their houses for free already so whats new!
I presume its for ROI excluding Kenmare and South Kerry?

do landlords have to pay it on rented property?
Yes, must be down to the property owner, though expect the greedy bstards to try and pass it onto tenants.
