How did this horse hold on to the 7:05 in Cork completly impeded poor Seebadee and result should have been changed!

I have seen results changed for far less infringements.Not only was sebadee hampered once,but 3 times.After seeing the head on I was 100% convinced the winner was going to be thrown out.How they came to the conclusion that the infringement did not make any difference to the result is beyond me.
