No idea why it took them so long to call the stewards enquiry. It should have been called before the race even finished.

• Recall / False Start Signal: When a false start or safety issue occurs, the starter or designated flag operator waves a flag (and often blows a whistle or wave a stop flag) to signal the jockeys to pull up. • Obligation to Pull Up: Jockeys are expected to see the flag and pull up their horses immediately. • When Jockeys Fail to See the Flag: If the riders do not see the flag or hear the whistle—such as in a chaotic start where some horses get loose or some riders fail to notice the signal—and they run the full distance of the race, the stewards will typically declare the race void under British Horseracing Authority (BHA) rules.

An enquiry was held to ascertain the reason why the Starter, having initially dropped the flag to start the race, then raised the flag to recall the runners. The Starters, Catherine Walton (Clerk of the Course), Fiona Needham (representing Racecourse Managing Executive), the Advanced Flag Operator and Jockeys; Sean Bowen, Bruce Lynn, Jamie Hamilton and Derek Fox were interviewed. Having heard their evidence and viewed the recordings of the incident, the Stewards were satisfied that the runners had been called forward in line with the starting procedures, whereupon the starting mechanism had failed, resulting in the starter having to manually release the tape before then raising his flag. It was established that all the runners had passed the Starter by the time the flag was raised to recall the field, and the AFO had moved off the track. Being satisfied that the riders were unaware of the flag being waved by the Starter, and with no runners gaining an advantage or being adversely affected, the Stewards allowed the result to stand. A report was forwarded to the Head Office of the British Horseracing Authority for further consideration.
