So, race conditions seem to be explicit that horses rated 81 or 82 cannot be entered in this race. Have I missed something?

Something to do with the penalty? It won on Sep 27 so if it wasnt reassessed till after Oct 3rd it gets the penalty?

That's the only thing I can think of, but normally that would apply only until the horse is reassessed - and it looks like it has been (to a mark of 81)...
