Why was he overlooked for the Chair of the BHA? He'd the backing of 250 owners, trainers, breeders, bloodstock agents, racing managers, and others across the industry who supported his candidacy, and his detailed plan for the way forward. He was the Chair between 1998 and 2004.

I don't know but his earlier stint was problematic because, as many racing insiders are prone to do, he wildly over-estimated the importance of racing to the wider public. His attempts to charge papers for racecards led to racing coverage being reduced or even dropped. Turning racing into a team sport also flopped (although I see the Americans are having a go soon).
