Why have Betfair started putting 3 places as the first option REGARDLESS of number of runners?

Pretty sure it hasn't. Royal Ascot had 4 places first in large fields and even today's 18.58 is 4 places first.

Looks like a **** up today. Some PLACE markets have been created as OTHER_PLACE markets and vice versa.
