Back in the day there was an official  walking the ring taking note of several layers' prices , which were averaged in a specified manner to arrive at a returned price .
Even with an accepted method there was often controversy,,,,which was largely policed by my hero big John McCririck . Hardly a week went by without comment on Saturday morning .
What happens now?

Since Covid, they've taken the average of off course layers, mainly the big online books. Its regulated by the Starting Price Regulatory Commission (SPRC), whose website is currently down for maintenance.

SPRC exists to make you think it's regulated ... by the SPRC.  Last report i saw they were investigating a complaint by WH that one was returned 85/40 at Kempton when it should've been 2/1.  meanwhile WH ripping punters a new backside on a race-by-race basis.

the SPRC site is down but you can still download their findings relating to four separate observations relating to their work that were made during the course of the Glorious Goodwood Festival.

Im sure plenty of shorter prices are played around with but there is one area where the surprise has been, big massive prices on outsiders at sp, it worked the other way around when bookmakers were used for the sp,  they throttled the outsider prices, we have never seen big prices like this before at sp until they took over

As this all started due to covid, perhaps the time has come to change back to racecourse SPs.

That's exactly the case KA. I saw research that said that they were betting to same percentage, but changing the shape of the market. You're worse off betting under 2s and over 4s, but better in between. 8s to 12 worse off but over that better.

if the big boys didn't fancy the new set-up, it would've been changed back pronto

I'm sure they're not that bothered about paying out a few 50p.e/w singles at 300-1 rather than 100-1. I think we know who the winners are under this system.
