Happens all the time in the UK. I gave up laying them here as Stewards don't seem to give a toss. In the US forcing the gates will either get you DQ'd or set as a non-runner.
All of these have charged the gate and gone on to win in the last 6 months. Not one stewards enquiry amongst them.
