no stewards in arab races?

i was asked after race if there were stewards in arab races..rico sed when they surely cant let them be a free for all...a stewards was 1.0001

there wasnt won

Looked to me like 2nd ran into the first, so not much point in a stewards - but they might at least have bothered to check that I suppose.
