The rule is the same for all the jockeys.
Not just the beaten ones.

Sorry Mics the horse was fancied for the PDJC and the draw screwed it that day.

The only punters suffering in any instance of jocks. adhering to the whip rule are the one who bet losers.
The losing horse wins ( and occasionally the winning horse ) because it doesn’t get over-abused and the game wins through that very instance.
The horse come first or there would be no game at all.
