I would say Il Est Francais is the poorer price. As for Protektorat I wouldn't get too carried away with any Windsor form, and last year for most of the race Envoi Allen was running all over him. I would be disappointed if Fact To File doesn't finish off a good deal stronger than Envoi Allen did last year.
