Didn't know that was a rule now.
He was on the horse when it left the gate
Swerved and fell off

(Maybe I'm getting it confused with another horse?)

horse ducked down a second before stalls opened. I dont know why its been declared a non runner because it wasnt withdrawn.

I think the new rule is its down to the starter/stewards discretion on the day if the horse was actually under orders. Backers of that one got very lucky as it looked like it ducked down just before the stall opened, if the jock had stayed on board and lost 10 lengths would it be declared a runner?

An enquiry was held into the start of this race and the participation of PERSIAN BLUE (USA), drawn 7, ridden by Sean Dylan Bowen. The rider and the Starter were interviewed and shown recordings of the start. The Stewards considered that the filly was prevented from starting on equal terms due to the filly putting its head onto the floor and under the stalls gate prior to the start being effected. The Stewards ordered that PERSIAN BLUE (USA) be declared a non-runner.
