An enquiry was held to consider interference approximately 4 ½ furlongs from the line, involving NORTHFIELD LAKE (FR), placed second, ridden by Shane Kelly; NEVERNAY (IRE), which unseated rider Joe Leavy; DANCING SAPPHIRE, placed fourth, ridden by Joshua Bryan; and LITTLE MISS MAGIC (IRE), unplaced, ridden by William Cox. Kelly was suspended for 6 days for careless riding as he moved his mount right-handed, when insufficiently clear of NEVERNAY (IRE), causing NEVERNAY (IRE) to be tightened for room and collide with the rail, unbalancing the colt and resulting in Leavy being unseated. Subsequently, Cox, who was following, had to take a check and manoeuvre left-handed to avoid Leavy, carrying Bryan off his intended line.

thought that was a good example of where they should use improper riding over careless, experienced jock making a bad choice when he really should know better, would expect an apprentice to get carpeted by their peers, don't think he has any excuse and got off light

Time and again the stewards just rely on "careless" and as elise has said ought to be improper.


Amendments to Rules and Penalty Structures regarding careless and improper riding
31 Mar 2016 Disciplinary Integrity Welfare
Making a manoeuvre which a jockey ought reasonably to have known would cause interference will now be classed as “improper” riding rather than “careless” riding, and, as a result, will carry a higher potential penalty
Changes intended to provide a greater deterrent to riders from making manoeuvres that could impact on the safety or fairness of a race
Findings based on analysis of data and consultation with PJA, NTF and ROA
Penalty structures altered to reduce punitive impact on riders for the most minor offences
Penalties for whip offences remain unchanged
