to me that would appear as if bets are allocated a price which will make no difference to the return but will ensure they're not getting matched until everything at 4.7 has disappeared

No hulk, I'm a lifelong technology professional.  Binary (which is what computers use internally) cannot exactly represent floating point numbers (ie numbers with a decimal point in them, like BF odds or stakes).  So you get things like (eg) "4.700000000000000001 instead of 4.7".

Normal practice would be to mitigate this by only showing a limited number of decimal places so the error is not so apparent to the user.
