Cossack Chach is higher-rated than the 3 below him in the weights (he's a 4yo), so he has priority over them. Don't know about Big Debates. They have other 'protection' factors in Ireland, to give horses preference in a ballot, but I didn't think they would override a weight difference - perhaps his age is a factor, or maybe the fact that he's had a recent run. Don't know.

3.05 I think it's because preference is given to results in the qualifying races for this Full Series Final. Big Debates qualified with a fifth-placed finish. All the ones in the main field that are rated lower than him have finished fourth or better in a qualifier.

4.15 Unlike in Britain, the pecking order is based on official ratings rather than weight carried. Cossack Church (128) carries less weight than Minx Tiara (125) due to his 4yo weight-for-age allowance (8lb) but is "officially" a better horse.

The Chicken is quite correct - the full conditions for the race specify that HRI Directive 10 (that generally covers balloting out) is suspended for this race, and that instead, there are 3 steps of protection (against being balloted out) - firstly, horses that have finished in the first 3 in a qualifier are protected; if that measure doesn't resolve the field, then the second protection level is for horses that finished 4th in a qualifier; if that doesn't resolve it, then horses who finished 5th are protected. Big Debates is the lowest rated of 4 declared horses who finished 5th in their qualifier.
