Sage, you should know better that horse racing is not that simple. Check a database for second favs below 4/1 that have lost 10-15 in a row. The ROI is probably the same or better than for second fav LTO CD winners.

Just checked - 15+ runs, 0 wins, second fav, BSP under 5 - 279 selections since 2015, 69 wins expected, 69 wins actual. The market knows.

You can use your criteria, I use mine. I very seldom back a horse that has run more than 3 times without winning. First time in a handicap perhaps but if there is a winner in a race I would not oppose it with a 15 race maiden.

Highly unlikely but even if it happened it would be over backed so I still would not back it. There was a horse recently that was rated 100 after placing in a Listed but it never won a race. Some listed 2yo races can be really dire when you look back a year later.
