They have set a worrying precedent with todays 'cant guarantee a one minute medical aid response' So will they make an early abandonment on the next rainy morning of a raceday ?

if they have a minute to get there ,why do they follow the horses round and not just locate a spot where they can reach any incident within a minute ?,
what if there like grand national for example theres multiple incidents happening at the same time at different fences/locations,
how can they guarantee they,ll reach a jockey within a minute,its not in their gift to promise that
