There can be excuses in the 2.54 race at Wincanton, most of the horses were at the start but the stragglers were still wandering out of the paddock with no apparent excuse. What are the stipendiary stewards doing to fine the culprits.

It is not really hard. Horse saddled 10 minutes before the off, mounted and leaving the paddock 5 minutes before, circling at the start 2 minutes before and start on time. There will be excuses but unless they are valid, the trainer should be fined.
