His job was to pull the elastic across. He'd done that, and was going back across to his position (where the elastic is based). The starter didn't give him time to get back, or, should have told him to stay where he was.

Normally the horses mill around behind the start line, but in that race they couldn't, becuase of the number of runners and them being in a 'dead-end'.

An enquiry was held to consider the circumstances as to why a member Ground Staff had crossed the track at the start as the race was started resulting in him being knocked over by EUCHAN FALLS (IRE). The Clerk of the Course, the member of Ground Staff, the Starters and Gavin Sheehan, the rider of EUCHAN FALLS (IRE), unplaced, were interviewed. Having heard their evidence and having reviewed video recording of the incident, the matter was forwarded to the Head Office of the British Horseracing Authority for further consideration.

Big time gambler Barney Butler (played  by Bernard Bresslaw), who's quite friendly with one of the BHA's handicappers (Sid James), lines one up for a punt after his horse is dropped 50lb in the ratings after just three down-the-field runs.

The big day at Carlisle arrives and the money is down, but there's a slight hold-up as the starting tape snaps, and the starter, played by Kenneth Williams, has to borrow Hattie Jacques' knicker elastic as a replacement.

Once the knicker elastic is put in place by the starter's assistant, played by Benny Hill, the assistant then starts to walk back alongside the knicker elastic, just as the starter sets the horses on their way. The jockey on Barney Butler's horse (played by Charles Hawtrey, who'd drunk a bottle of whisky before weighing out), tries to take evasive action to avoid the hapless Hill, but all three end up on the deck.

Barney Butler, incandescent with rage, vows to "deal" with those "idiots" involved in the incident.

Once the whole script is finished, I might send it to the BBC, see what they think.

I suppose the starter might say that he was focusing on the horses lining up correctly and hadn't noticed the fella walking back in front of the horses, but not sure what the jockeys' excuse is, as the fella is quite clearly walking across in front of them before the starter let's them go.

Maybe:

'Our loyalties lie with the owners, not some geezer getting in the way of us'?

Can't blame the others involved too much I don't think - how often does someone jog in front of a starting line up with the flag falling...?

Stupid thing is he could have just ducked under the rail, obviously instead of running across them for no reason.

You could just base it on actual events / calamities that have happened in horse racing.

For example, at the start of the National that never was, when the tape got caught around Richard Dunwoody's neck. You could just imagine Charles Hawtrey in that sort of scenario, with Kenneth Williams as a sort of Captain Brown character, running down the track after the runners, waving his flag and shouting "COME BACK, COME BACK YOU FOOLS".

Or the time when Carl Llewellyn came off Beau, and he was running down the after the track him, hoping to remount and carry on.
