Odd.  R&R 14.7 is not crystal-clear, but I had always assumed it meant the Win RF was used on the EW market?

its worth doing the calculation yourself as they have been known to get these wrong

It used to be Longbridge but they changed it a few months ago and it can now produce crazy results. I think one would reasonably suspect the place deduction factor to be higher than win (though in early markets you can see why that might not always be so) but for the each way market (where is very little liquidity before cross matching bot pipes in) they shouldn't rely on what has been matched (which I assume is what they do).
Nothing you can do about it but have to lump it like so many things here.
