How can Dunmore East be 1.4% when it was in single figure odds before it got loose?

Bookmakers Rule 4 never applied so sounds about right.

R4: Dunmore East was withdrawn. Price at time of withdrawal 15/2. Rule 4 applies to bets struck prior to withdrawal but not to SP bets - deduction 10p in the Pound. New market formed.
