Maybe look at it from the point of view that it's a "trial" to see if any of the runners can up their game sufficiently so that their subsequently increased rating means that they will qualify for September - admittedly this would only likely happen with the horses near the top of the weights today, but it's possible.

A bit like a firm that advertises a job vacancy. It might interview many potential candidates, but only one will get the job - the best, and "highest rated" one. Or a promising young footballer who goes on a trial at a top club. His chances of making it to the first team are statistically slim to none, but he's more than happy to give it a go.
