How do you get drawn in stall 21 and 22 in 3.05 Ascot?

When the draw is made, there are three reserves that can replace a non runner and they are included in the draw. If they don't get into the race, the stall numbers they were given (in this case 5, 7 and 16) won't be there when they set up the stalls.

SO TECHNICALLY THEY ARE NOT IN 21/22 THEN

That's right, they'll start from positions 18 and 19, but the numbers over the stalls this afternoon will be 21/22 and the form book will say 21/22.

Barking mad, but we are talking about the BHA.
