As far as I can see (I played with it when first launched) it just puts your bet in a couple of ticks below the prevailing price and lets best price execution do its thing.
If anyone has evidence that it matches at a price below the best on offer, that would be concerning, but it's not what I saw.

I think it works well enough for what it is intended for - it is what I do manually in fast-moving markets - shove the bet in a few ticks below the prevailing market price and let best price execution do its thing. Clearly not the route to go if you are price/value sensitive to the level of a few ticks.
