The Stewards today conducted an inquiry into the conduct of licensed Club Jockeys V Borges and S De Sousa following a report received from the Club’s Department of Racing Integrity and Betting Analysis.
At today’s hearing, V Borges pleaded guilty to a charge under Rule of Racing 59 (3).
Rule of Racing 59 (3) states:-
“No jockey shall:-
Bet or facilitate the making of a bet or have any interest in a bet on any race or any contingency relating to a race meeting.”
The details of the charge being that whilst being licensed as a Jockey by The Hong Kong Jockey Club, he did have an interest in a bet on the racehorse YOUNG BRILLIANT when it raced in Race 6 at the Happy Valley racemeeting conducted on 26 April 2023.
At today’s hearing, S De Sousa also pleaded guilty to a charge under Rule of Racing 59 (3).
The details of the charge being that whilst being licensed as a jockey by The Hong Kong Jockey Club, he did facilitate Jockey Borges having an interest in a bet on the racehorse YOUNG BRILLIANT when it raced in Race 6 at the Happy Valley racemeeting conducted on 26 April 2023.
In deciding the matter of penalty in respect of Jockey Borges, the Stewards took into consideration that it is fundamental to the integrity of racing that Jockeys are not permitted to bet or to have an interest in a bet. In mitigation, the Stewards also took into consideration all submissions made by Jockey Borges and, amongst other relevant matters, Jockey Borges’ guilty plea and unblemished record in relation to betting offences.
In the circumstances, Jockey Borges was disqualified for a period of twelve (12) months to commence immediately and expire on 12 May 2024.
In deciding the matter of penalty in respect of Jockey De Sousa, the Stewards took into consideration that it is fundamental to the integrity of racing that Jockeys are not permitted to bet or to have an interest in a bet. In mitigation, the Stewards also took into consideration all submissions made by Jockey De Sousa and, amongst other relevant matters, Jockey De Sousa’s guilty plea and unblemished record in relation to betting offences.
In the circumstances, Jockey De Sousa was disqualified for a period of ten (10) months to commence immediately and expire on 12 March 2024.
There was no evidence before the Stewards that Jockeys Borges and De Sousa had ridden their horses in the respective race with any intention other than to obtain the best possible placing for their mounts.

It's no good saying they were trying to win on the occasion they were caught.
They have shown that they are prepared to break the rules if they think they can get away with it.
I'm surprised The Hong Kong Jockey Club didn't ban them for life.

Here, trainers are allowed and sometimes "encouraged" to bet with n"o-lose" betting accounts. And, the BHA sanctioned it; horseracing and BHA and bookies are bed-partners thro' and thro'.

The inquiry was held following a report received by stewards from the club’s Department of Racing Integrity and Betting Analysis. There is no suggestion the Independent Commission Against Corruption is involved.
Not sure this explains how they were caught, unless they were daft enough to place the bets in their own names. More likely imo that someone snitched on them.

Authorities need to investigate a lot more over here and punish likewise.

De Sousa (or a swarthy little chap very like him) was standing next to me by the paddock at Salisbury last Thursday, exchanging pleasantries with one of the equally swarthy chaps leading around the Amo Racing horse. He seemed surprisingly chipper in retrospect.

If only the same is replicated here. Lesser scumbag bookies = higher quality sponsors and races = higher prize monies.
