The Stewards today conducted an inquiry into the conduct of licensed Club Jockeys V Borges and S De Sousa following a report received from the Club’s Department of Racing Integrity and Betting Analysis.

At today’s hearing, V Borges pleaded guilty to a charge under Rule of Racing 59 (3).

Rule of Racing 59 (3) states:-

“No jockey shall:-

Bet or facilitate the making of a bet or have any interest in a bet on any race or any contingency relating to a race meeting.”

The details of the charge being that whilst being licensed as a Jockey by The Hong Kong Jockey Club, he did have an interest in a bet on the racehorse YOUNG BRILLIANT when it raced in Race 6 at the Happy Valley racemeeting conducted on 26 April 2023.

At today’s hearing, S De Sousa also pleaded guilty to a charge under Rule of Racing 59 (3).

The details of the charge being that whilst being licensed as a jockey by The Hong Kong Jockey Club, he did facilitate Jockey Borges having an interest in a bet on the racehorse YOUNG BRILLIANT when it raced in Race 6 at the Happy Valley racemeeting conducted on 26 April 2023.

In deciding the matter of penalty in respect of Jockey Borges, the Stewards took into consideration that it is fundamental to the integrity of racing that Jockeys are not permitted to bet or to have an interest in a bet.  In mitigation, the Stewards also took into consideration all submissions made by Jockey Borges and, amongst other relevant matters, Jockey Borges’ guilty plea and unblemished record in relation to betting offences.

In the circumstances, Jockey Borges was disqualified for a period of twelve (12) months to commence immediately and expire on 12 May 2024.

In deciding the matter of penalty in respect of Jockey De Sousa, the Stewards took into consideration that it is fundamental to the integrity of racing that Jockeys are not permitted to bet or to have an interest in a bet.  In mitigation, the Stewards also took into consideration all submissions made by Jockey De Sousa and, amongst other relevant matters, Jockey De Sousa’s guilty plea and unblemished record in relation to betting offences.

In the circumstances, Jockey De Sousa was disqualified for a period of ten (10) months to commence immediately and expire on 12 March 2024.

There was no evidence before the Stewards that Jockeys Borges and De Sousa had ridden their horses in the respective race with any intention other than to obtain the best possible placing for their mounts.

So the question is how many have they stopped?

It's no good saying they were trying to win on the occasion they were caught.

They have shown that they are prepared to break the rules if they think they can get away with it.

I'm surprised The Hong Kong Jockey Club didn't ban them for life.

Something not quite right given how much he was earning.

How stupid can he be? In Hong Kong, and as a guest jockey? He deserves 10 months off. I hope the BHA opens an investigation here too. A can of worms....

They don't muck about in HK. Just for having a bet you get 10 months-12 months

Remember that up-and-coming Godolphin retained jockey in Australia who was a hit here at Royal Ascot? He succumbed to betting on horses too.

Here, trainers are allowed and sometimes "encouraged" to bet with n"o-lose" betting accounts. And, the BHA sanctioned it; horseracing and BHA and bookies are bed-partners thro' and thro'.

The inquiry was held following a report received by stewards from the club’s Department of Racing Integrity and Betting Analysis. There is no suggestion the Independent Commission Against Corruption is involved.

Not sure this explains how they were caught, unless they were daft enough to place the bets in their own names. More likely imo that someone snitched on them.

Surprised by his need to bet. Maybe why he left the UK.

Authorities need to investigate a lot more over here and punish likewise.

If jockeys are betting why would you want to own a horse?

Huh? So how did de Sousa "facilitate" the bet?

Does he know the "putter-onners"?

Or are there dark forces, like the ones hulk23 refers to above, involved here?

De Sousa (or a swarthy little chap very like him) was standing next to me by the paddock at Salisbury last Thursday, exchanging pleasantries with one of the equally swarthy chaps leading around the Amo Racing horse. He seemed surprisingly chipper in retrospect.

its a good job them HK stewards are not in the UK or IRE, their would be NO racing at all on bar races for fresh out of the apprentice school jockeys, with all that would fall under being sanctioned............

This is the 2nd one I’ve heard in recent weeks where it was an independent 3rd party who raised the alarm.

Horseracing in Hong Kong raises colossal sums of money for social causes eg housing and education. Horseracing in Hong Kong are not dictated to by bookies.

If only the same is replicated here. Lesser scumbag bookies = higher quality sponsors and races = higher prize monies.
