Zero chance! Gambling is just the next step in the "papers, please" system that was accelerated with the pandemic that never was. For sure they dream of monitoring alcohol intake in a way that people will accept but that won't happen until the CBDC control system has been rolled out, otherwise they wouldn't get away with it. Most people don't care about gambling and wouldn't need a check for their once a year grand national bets, so they will quite happily be supporting the rollout of the "papers, please" system until its too late when CBDC's are in place.
