Re Prescott, everyone knows his raison d'etre, been doing it successfully for years. Legal and less dubious than many other tactics. Get over it!!

The Official handicapper,when assessing any of his runners for their first handicap mark, should

calculate the average amount of 'improvement' made by his 1st time handicappers, double it and add

that to the assessment he would usually come up with!
