Why only this race? Why not every race or every saturday? I'd find out who they are, and where they work. Then consider docking their pay to pay for the coppers on duty to police them. Similarly, dock their welfare benefits, if on social.

we used to have people invading football pitches every week but that has calmed down. Many years ago when we were failing to control crowd invasions, Man United went to play in Italy. The first 3 fans to climb the perimeter fence were knocked unconscious by Italian police with sticks about a metre long. Nobody else moved after that.
