Just listened to Moscrop.
Is there any penalty to appealing? Do they even have to pay for representation? If they don't it's a free shot. I would be all in favour of increasing bans for wasting everyone's time.

they pay a deposit which, technically, they are at risk of losing for a frivolous appeal. In practice hardly any appellant loses their deposit.
