Listened to a couple of voices speculating that 'Lazy' horses will have no chance of getting up if their pilots have to restrict their whip usage especially early on in a race if they need a few cracks to get the mule interested. If they are scared to get the persuader out for fear they lose track as to how many lashes they have already given when they reach the tail end of the race, it spoils matters. Punters will be screaming 'hit the fooker' while the jockey will be erring of the side of caution and staying the right side of a week's holiday/loss of income.
