Who are you comparing the UK to? There are lots of countries where the off times are purely a guide and can go off much later than the normal 2-3 minutes of lateness that we have. There is the odd one or two courses that are notorious for being overly late but other than that who cares about 2 or 3 minutes.
US is worst by a long way - they'll go off early if they find it convenient.
Personally, other than busy days when races start clashing, not hugely fussed if they go off a couple of minutes late.
