If you can afford to buy the best horses, keep the best mares and pay for the best stallions then you will eventually have most of the best horses. It takes a couple of generations and a big pool of horses, but it will always work with flat horses. Jumps are different thank goodness. Coolmore, Juddmonte and Godolphin will dominate so long as the owners have vast sums of money. Shadwell are not far behind but will the enthusiasm wane since Sheikh Hamdan died?

Any rule breaking or drug use needs to be stamped out of course but I still don't believe it can turn a poorly bred horse with a poor conformation into anything other than a poor racehorse.

Of course it's unlikely to turn a poor racehorse into a champion but I'm absolutely certain, your poor horse will win plenty of poor races when juiced up..
