Jan 20th last year, Chepstow raced on heavy going with a going stick figure of 2.5. So 4.0 is probably good to soft!
I always have a look and could not remember one this low.
Maybe The Clerk last year was feeling a bit weak! Hardly an exact science but it helps a little.
